What is L.E.A.P. ?

The Law Enforcement Advisory Panel (LEAP) is a membership organization consisting of Florida Law Enforcement Chief Executive Officers, Law Enforcement Executives, Risk and Safety Professionals, and Subject Matter Experts.  Their goals are to work together to foster a spirit of cooperation within the law enforcement community, to recognize that risk management is a key factor in reducing injury and tragedy within our ranks through education, training and policy review.  They also provide their perspective to the Florida Municipal Insurance Trust, administered by the Florida League of Cities, to effect best practices in pursuit of reducing risk.

LEAP's vision is to foster a spirit of cooperation within the law enforcement community, to recognize that risk management is a key factor in reducing injury and tragedy within our ranks through education, training and policy review and providing perspective to the Florida Municipal Insurance Trust to effect best practices in pursuit of a reduction of risk. 

MISSION OF L.E.A.P. 

Our mission is to prevent and reduce exposure to risk.

Requirements for Membership

To become a member you must APPLY ONLINE.

Qualifications required to be a member:
  • Your organization must be a current member with the Florida Municipal Insurance Trust (FMIT)
  • The Chief Executive Officer from your Agency may qualify to be a member of the LEAP Panel. 
  • The Chief Executive Officer may be invited to attend the Directors Meetings. 
  • Risk and Safety Consultants from the FMIT invite Chief Executive Officers to join the Panel. 
  • There are currently five Risk and Safety Consultants represented in the membership and they select 25 District Directors, five from each of their districts to serve as Director's on the Panel. 
  • Directors-At-Large may be appointed until a District Director opening in their geographic area becomes available.
  • Others accepted into this organization must be approved after a brief online application has been submitted. Chief Executive Officers are eligible for nomination to fill open seats as District Directors on the Director's Panel become available.
